HYDERABAD: The Telangana government has announced a compensation of ₹5 lakh to the families of gig and platform workers who die in road accidents while on duty, in a first-of-its-kind welfare measure aimed at extending financial protection to workers in the digital economy. The decision, announced in Hyderabad, is expected to cover workers engaged in food delivery, e-commerce logistics, and ride-hailing services, including those working with major platforms such as Uber, Swiggy, Zomato, and Blinkit. The initiative is significant as it seeks to address the lack of formal social security coverage for gig workers in India’s rapidly expanding platform-based economy.
Under the new arrangement, the Telangana government will provide ₹5 lakh as state compensation, while participating gig platforms will contribute an additional ₹10 lakh, bringing the total financial support to ₹15 lakh per eligible case. Officials said the compensation will apply in cases where a gig worker dies due to a road accident while actively engaged in work-related duties, such as deliveries or passenger transport.
The Labour Department stated that the measure is intended to provide immediate financial relief to families of workers who often operate without traditional employment protections such as insurance, pension benefits, or employer-backed compensation schemes. Officials added that the initiative reflects the government’s effort to recognise gig workers as an essential part of urban service delivery systems.
Labour Minister G. Vivek Venkatswamy said the decision was aimed at strengthening welfare support for workers in the informal and platform-based sectors. He said gig workers play a crucial role in sustaining digital commerce and urban logistics but remain outside the scope of conventional labour protections. The minister said the government is working on broader reforms to create a structured safety net for such workers.
The announcement comes amid growing national discussions on regulating the gig economy and ensuring social security for platform-based workers. Telangana has already proposed legislation to establish a Gig and Platform Workers Welfare Board, which is expected to register workers and facilitate access to welfare schemes, including insurance coverage, accident compensation, and health-related benefits. The board is also expected to manage contributions from platform companies toward a dedicated welfare fund.
Labour officials said the compensation initiative will operate alongside these planned reforms and serve as an immediate support mechanism. Detailed guidelines on eligibility, documentation, and verification procedures are expected to be issued by the Labour Department. Officials indicated that coordination with platform companies will be necessary to ensure timely identification and processing of claims.
The move follows sustained demands from labour unions and worker associations, particularly the Telangana Gig and Platform Workers Union (TGPWU), which has been advocating for formal recognition of gig workers and improved safety protections. The union has repeatedly highlighted risks faced by delivery and ride-hailing workers, including long working hours, road safety concerns, and lack of insurance coverage.
Worker representatives have welcomed the announcement, stating that financial compensation in case of death is a critical step toward recognising the vulnerabilities faced by gig workers. However, they have also called for expanded protections, including health insurance, pension schemes, and regulation of algorithm-based work allocation systems used by digital platforms.
Policy experts note that gig workers represent a growing segment of India’s workforce, particularly in urban centres, but remain largely outside traditional labour law frameworks. Studies have highlighted that platform workers often face income instability and limited access to social security benefits, despite their essential role in service delivery.
The Telangana government said the compensation scheme is part of a broader effort to build a structured welfare framework for gig and platform workers. Officials added that the state’s proposed welfare board will play a key role in implementing long-term benefits and ensuring compliance from platform companies.
The initiative is expected to influence policy discussions in other states as governments across India examine ways to regulate the gig economy and extend labour protections to platform-based workers.
